The Winona County Board of Adjustment has announced a public hearing to consider several petitions for variance from the county’s zoning ordinances. The meeting is scheduled for Thursday, October 16, 2025, at 1:00 p.m. and will take place in the Commissioner’s Room on the first floor of the Winona County Office Building at 202 West Third Street, Winona, Minnesota.
One petition involves James F and Sharlene L Allen as property owners and Jeremy and Erin Allen as petitioners. They are seeking a variance from Chapter 10.4.7.6 of the Winona County Zoning Ordinance to allow construction of a single-family dwelling on a proposed parcel consisting of class I through class III soils (Parcel 14.000.0311).
Another request comes from H&B Ag Services, represented by Greg & Jodi Heim (property owners) and Brian Bloom (petitioner). They are asking to build a new shed for agricultural business storage with a setback of 100 feet from the centerline of State Highway 14 instead of the required 130 feet according to Chapter 10.8.6(2) of the zoning ordinance. Additionally, they seek permission for a rear-yard property line setback of 20 feet instead of the required 50 feet under Chapter 10.8.6(4) (Parcel 13.000.1452).
Peter & Lisa Wingert have also submitted a petition to allow construction of a new single-family dwelling on class I-III prime soils within the Agricultural/Resource Conservation District, rather than on non-prime soils as stipulated by Chapter 10.4.7(6) (Parcel 17.000.1590).
