October: Three registered sex offenders living in Dodge County

There was the same number of registered sex offenders living in Dodge County in October compared to the previous month, according to the Minnesota Public Registrant Search.

There are three sex offenders registered in Dodge County in October.

The Registry shows none of these sex offenders are sexual predators. In Minnesota, convicted predatory offenders also are subject to certain mandatory sentencing laws that are designed to minimize their chances to re-offend.

Minnesota legislation about sex offenders and predators is currently being evaluated and revised, such as if offenders with good behavior can be removed from the Registry.

James Peter ZylstraCriminal sexual conduct in the fourth degreeJames Zylstra has a history of sexual conduct and contact with an unknown female child and known female adult. Conduct included exposure. Contact included sexual touching. Zylstra took advantage of adult female's developmental disability to gain compliance.
Joshua Lee NovakCriminal sexual conduct in the third degreeJoshua Novak has a history of engaging in sexual contact with unknown female teenagers. Contacts included penetration. Novak gained access to victims at his place of employment.
Jace Steven MattheesCriminal sexual conduct in the third degree, solicitation of children to engage in sexual conduct; communication of sexually explicit materials to childrenOffender engaged in sexual contact with an adult female victim. Contact included penetration. Offender gained compliance through physical force. Offender gained access to victim by meeting her on-line and then arranging to meet in person. Offender was known to victim. Additional history of soliciting two presumed adolescent females (age 14 & 17) for sexual contact and arranging to meet. Offender thought he was chatting with adolescent females, however he was communicating with undercover law enforcement agents. When he arrived at arranged meetings, he was arrested. Offender gained access by meeting victims on-line.
