Winona enforces alternate-side parking ordinance starting November 15

The City of Winona will enforce its Alternate-Side Parking Ordinance (61.56) starting November 15 at 12:01 a.m., with the regulation remaining in effect until March 15. The ordinance aims to help the Street Department remove fall leaves and snow from city streets, ensuring safe travel for vehicles.

Under the rules, vehicles must be parked on a designated side of the street between 12:01 a.m. and 6:30 a.m. each night during this period. The allowed side depends on whether the date at 12:01 a.m. is odd or even—odd dates require parking on the odd-numbered side of the street, while even dates require parking on the even-numbered side. Odd and even sides are determined by house numbers; typically, even-numbered houses are found on the north and east sides of streets, while odd-numbered houses are on the south and west sides.

For example, if it is November 15 at 12:01 a.m., vehicles should be parked on the odd side of the street. If it is November 16 at 12:01 a.m., vehicles should be parked on the even side.

Specific city lots have additional restrictions:

- Lot #1 (off 2nd between Center and Lafayette): No parking is allowed on odd-numbered days.

- Lot #3 (by bus shelter off Center St between 3rd and 4th St): No parking is allowed on even-numbered days.

Citations will be issued for violations without warnings, beginning November 15 at midnight. Vehicle owners who do not pay within ten days will receive a letter.

If a vehicle is towed during a Tag and Tow Operation, it will be taken to Borkowski Towing in Goodview. Owners must obtain a release slip from the Police Department by providing their driver’s license, proof of insurance, and paying any citations before retrieving their vehicle from Borkowski’s facility. Towing and storage fees must also be paid directly to Borkowski’s.
