Finstad urges EPA to revoke petition affecting southern Minnesota farmers

Congressman Brad Finstad of Minnesota's 1st District has called on the Environmental Protection Agency (EPA) to retract an April 2023 petition concerning nitrate levels in eight counties within Minnesota’s Karst Region. The petition, submitted by several organizations known for environmental activism, proposed measures to restrict concentrated animal feeding operations (CAFOs).

Finstad addressed his request in a letter to EPA Administrator Lee Zeldin and Regional Administrator Anne Vogel. He criticized the agency's subsequent actions following the petition, which included unannounced inspections at livestock facilities during peak harvest season and a letter encouraging state agencies to implement stricter CAFO permitting standards.

The congressman highlighted ongoing efforts by Southern Minnesota farmers and state agencies to manage nitrate levels responsibly. He cited initiatives such as the Nitrogen Fertilizer Management Plan and funding for free private well test kits in affected counties.

Despite these efforts, Finstad noted that new regulations have been introduced, relying on the EPA's November 2023 letter. In response, he urged the agency to rescind its acceptance of the petition and withdraw related communications with state agencies.

Finstad also extended an invitation to EPA officials to visit southeastern Minnesota and meet with local farmers committed to environmental stewardship.
