The Registry shows eight sex offenders living in Winona County in August

There was the same number of registered sex offenders living in Winona County in August compared to the previous month, according to the Minnesota Public Registrant Search.

There are eight sex offenders registered in Winona County in August.

The Registry shows none of these sex offenders are sexual predators. In Minnesota, convicted predatory offenders also are subject to certain mandatory sentencing laws that are designed to minimize their chances to re-offend.

Minnesota legislation about sex offenders and predators is currently being evaluated and revised, such as if offenders with good behavior can be removed from the Registry.

Kenneth Maurice LoftonCriminal sexual conduct in the third degreeKenneth Lofton has a history of sexual contact against an unknown and known female teens. Contact included penetration. Lofton gained access to one female by approaching her in a public setting and inviting her to his residence. Lofton provided them with alcohol prior to offense and has used attention, affection, and manipulation to gain compliance.
Joseph Charles ZacherCriminal sexual conduct in the first degreeJoseph Zacher has a history of sexual contact with known and unknown female children and teenagers. Contact has included sexual touching and penetration. Zacher gained access by meeting one at a social gathering just prior to offense, and entering another's residence without permission.
Jason Michael CieminskiCriminal sexual conduct in the fourth degreeJason Cieminski engaged in sexual contact with an unknown adult female. Contact included sexual touching. Cieminski gained access by entering her home without permission and took advantage of her vulnerable state. Cieminski also has a history of window peeping, breaking into homes, and stealing women's underwear.
Amelioleona Jonquese MitchellFalse imprisonment, criminal sexual conduct in the third degreeAmelioleona Mitchell held a known adult female against her will and physically assaulted her. On another occasion, Mitchell engaged in sexual contact with an unknown adult female. Contact included penetration. Mitchell gained access by approaching her in a public setting. Mitchell used force, a weapon, and manipulation to gain compliance.
Markus Dominik BuchiteCriminal sexual conduct in the first degree, criminal sexual conduct in the second degreeOffender has a history of sexual contact with victims (females, age 4-12). Contact included penetration. Offender was known to victims.
Melvin Earl KimpCriminal sexual conduct in the fifth degree, false imprisonmentMelvin Kimp engaged in sexual contact against a known adult female victim. Contact included touch. He used his established relationship of trust to gain access. Force was used to gain compliance. Kimp engaged in a separate incident of registerable criminal conduct against a known, adult female. Conduct included holding the victim against her will. Kimp used his relationship of trust to attain access. He used force and violence in an effort to maintain control.
Jerry Lee MogerCriminal sexual conduct in the fourth degree, criminal sexual conduct in the second degreeJerry Moger engaged in repeat incidents of sexual conduct and contact against two separate male children whom he knew. Conduct included exposing and lewd behavior; contact included touch. With each incident Moger used his established relationships of trust to gain and exploit unmonitored access. He used the victims' confusion and naivety in an effort to maintain control.
