There was the same number of registered sex offenders living in Olmsted County in March compared to the previous month, according to the Minnesota Public Registrant Search.

There are 18 sex offenders registered in Olmsted County in March.

The Registry shows one of these sex offender is sexual predator. In Minnesota, convicted predatory offenders also are subject to certain mandatory sentencing laws that are designed to minimize their chances to re-offend.

Minnesota legislation about sex offenders and predators is currently being evaluated and revised, such as if offenders with good behavior can be removed from the Registry.

William Burton-James Solbrig	Criminal sexual conduct in the second degree	Offender has a history of sexual contact with minor female victims (age 5-16). Contact included fondling and penetration. Offender was known to victims.
Benjamin James Alverson	Criminal sexual conduct in the third degree	In his early 20's, Benjamin Alverson engaged in separate acts of sexual contact against two known, teen-aged females. Alverson gained and maintained access to the victims through the use of attention and affection. He maintained control through manipulation of the victims naiveite.
Michael James Costa	Criminal sexual conduct in the second degree, criminal sexual conduct in the fourth degree	Michael Costa engaged in sexual contact with a known female child and teenager on separate occasions. Contact included sexual touching and penetration. Costa assisted one victim in running away from her home and took advantage of her vulnerable state to gain compliance.
James Dennis Ferguson	Criminal sexual conduct in the second degree	James Ferguson engaged in sexual contact with a known male child on at least two occasions. Contact included sexual touching and penetration. Ferguson took advantage of his vulnerable state to gain compliance.
Scott Anthony Thorpe	Criminal sexual conduct in the first degree, criminal sexual conduct in the second degree	Scott Thorpe has a history of sexual contact with known female children. Contact has included sexual touching and penetration. Thorpe has taken advantage of their vulnerable state to gain compliance.
Joshua Lee Jones	Criminal sexual conduct in the third degree	Joshua Jones engaged in sexual contact with a known female teenager. Contact included sexual touching and penetration. Force was used to gain compliance.
Terry Carlton Ross	Solicitation of children to engage in sexual conduct, communication of sexually explicit materials to children, predatory offense, non-MN statute	Terry Ross has a history of sexual contact with known female teenagers. Contact included penetration. Ross has used force to gain compliance.
Matthew Ryan Judy	Criminal sexual conduct in the third degree	Matthew Judy engaged in sexual contact against an unknown female teenager. Contact included penetration. Judy used coercion to gain access and force to maintain control.
Brian Lee Buse	Criminal sexual conduct in the third degree, criminal sexual conduct in the fifth degree	Brian Buse has a history of sexual contact with known and unknown female teens, and a known adult male. Contact has included sexual touching and penetration. Buse has used physical force, an accomplice, and threats to gain compliance. Buse has gained access at a social gathering, while in custody, in public places, and by entering one's home without permission.
Norman A. Edstrom	Criminal sexual conduct in the first degree	From 1972-1990, Norman Edstrom engaged in multiple incidents of sexual contact against unknown female and male victims ranging from children and teenaged to adult. He accessed the majority of his victims by offering rides while they waited at bus stops or were hitchhiking. Once in his car, Edstrom would use threats of violence, force and a weapon to maintain control.
Kurt Lloyd W. Jennings	Criminal sexual conduct in the second degree (2 counts)	Kurt Jennings engaged in separate incidents of sexual contact against two unknown adult females. In each incident Jennings approached the victims in public spaces on their college campus from behind. He used a weapon and threats of violence in his effort to maintain control.
Alexander Mark Martinelli	Criminal sexual conduct in the third degree (3 counts)	Alexander Martinelli at age 19 engaged in multiple, separate incidents of sexual contact against known, teen-aged males. Martinelli used his established relationships of trust to attain and exploit unmonitored contact. He used manipulation and coercion in an effort to maintain control.
Patrick Alfonso Terrell Jr.	Criminal sexual conduct in the fourth degree	Patrick Terrell Jr. has a history of sexual contact with known and unknown adult females. Contact has included sexual touching and attempted penetration. Terrell gained access to one female as she was assisting him to attain services and employment, and another by approaching her in a public setting. Force has been used to gain compliance.
William Lee Carter	Criminal sexual conduct in the second degree	William Carter has a history of sexual contact with a known female child. Contact included penetration. Carter used his position of trust to attain and exploit unmonitored contact.
Dale William Hodge	Indecent exposure, penalties, criminal sexual conduct in the fifth degree	Dale Hodge has an extensive history of exposure and public masturbation.
Kevin Tyrone Williams	Criminal sexual conduct in the first degree, criminal sexual conduct in the fourth degree	Kevin Williams engaged in two separate incidents of sexual contact against known adult females. Contacts included penetration. Williams used force, violence and threats to maintain control.
Larry Allen Black	Criminal sexual conduct in the first degree (2 counts)	As a child, Larry Black engaged in sexual contact with two known female children over the course of approximately three years. Contact included sexual touching and penetration.
