There were two less registered sex offenders living in Winona County in May compared to the previous month, according to the Minnesota Public Registrant Search.

There are four sex offenders registered in Winona County in May, compared to six the month before.

The Registry shows none of these sex offenders are sexual predators. In Minnesota, convicted predatory offenders also are subject to certain mandatory sentencing laws that are designed to minimize their chances to re-offend.

Minnesota legislation about sex offenders and predators is currently being evaluated and revised, such as if offenders with good behavior can be removed from the Registry.

Amelioleona Jonquese Mitchell	False imprisonment, criminal sexual conduct in the third degree	Amelioleona Mitchell held a known adult female against her will and physically assaulted her. On another occasion, Mitchell engaged in sexual contact with an unknown adult female. Contact included penetration. Mitchell gained access by approaching victim in a public setting. Mitchell used force, a weapon, and manipulation to gain compliance.
Joseph Charles Zacher	Criminal sexual conduct in the first degree	Offender has a history of sexual contact with two minor female victims (age 12-13). Contact included penetration. Offender gained access to victims by meeting one at a social gathering just prior to offense, and entering another's residence without permission. Offender was known and not known to victims.
Jason Michael Cieminski	Criminal sexual conduct in the fourth degree	Jason Cieminski engaged in sexual contact with an unknown adult female. Contact included sexual touching. Cieminski gained access by entering her home without permission and taking advantage of her vulnerable state. Cieminski also has a history of window peeping, breaking into homes, and stealing women’s underwear.
Kenneth Maurice Lofton	Criminal sexual conduct in the third degree	Kenneth Lofton has a history of sexual contact against an unknown and known female teens. Contact included penetration. Lofton gained access to one female by approaching her in a public setting and inviting her to his residence. Lofton provided them with alcohol prior to offense and has used attention, affection, and manipulation to gain compliance.
