March: 7 registered sex offenders living in Winona County

There was no change in the number of registered sex offenders living in Winona County in March compared to the previous month, according to the Minnesota Public Registrant Search.

As of March, seven sex offenders were living in the county.

The Registry shows none of these sex offenders are sexual predators.

In Minnesota, people convicted of sex-related crimes are required to register as predatory offenders. The registration period usually lasts 10 years from sentencing, release, or the end of supervision, but in serious cases, such as repeat offenses or first-degree criminal sexual conduct, it can extend to lifetime registration.

Minnesota spends over $100 million annually on its Sex Offense Civil Commitment (SOCC) program, designed to prevent sex offender recidivism, according to a study by the Sex Offense Litigation and Policy Resource Center.

As of August 2024, there were 18,877 registered sex offenders living in Minnesota. This translates to roughly 331 offenders per 100,000 residents.

Kimp used his established relationship of trust to gain access. Force was used to gain control. Kimp engaged in false imprisonment against a known, adult female. Conduct included holding the victim against her will. Kimp used his relationship of trust to attain access. He used force and violence in an effort to maintain control.
Kenneth Maurice LoftonCriminal sexual conduct in the third degreeIn 1993 and 2007 Kenneth Lofton engaged in sexual contact against unknown and known female teens. Contacts included penetration. Lofton accessed one victim by approaching her in a public setting and inviting her to his residence. He used established relationships of trust to attain and exploit unmonitored access with the other victims. Lofton used mood altering substances, attention and affection, and manipulation in order to gain control.
Richard Martin LuersCriminal sexual conduct in the first degreeRichard Luers has a history of kidnapping and engaging in sexual contact with unknown adult females. Contact included sexual touching and penetration. Luers gained access to two females by approaching them in public and forcing them to another location and entered another female’s home without permission. Luers used force, weapons, threats, and restraint of females to gain compliance.
Amelioleona Jonquese MitchellFalse imprisonment, criminal sexual conduct in the third degreeAmelioleona Mitchell held a known adult female against her will and physically assaulted her. On another occasion, Mitchell engaged in sexual contact with an unknown adult female. Contact included penetration. Mitchell gained access by approaching her in a public setting. Mitchell used force, a weapon, and manipulation to gain compliance.
Jerry Lee MogerCriminal sexual conduct in the fourth degree, criminal sexual conduct in the second degreeJerry Moger engaged in repeat incidents of sexual conduct and contact against two separate male children whom he knew. Conduct included exposing and lewd behavior; contact included touch. With each incident Moger used his established relationships of trust to gain and exploit unmonitored access. He used the victims’ confusion and naivety in an effort to maintain control.
